Senior Analyst, Affordable Housing & Special Needs Assistance Programs

Heather Rhoda, Senior Analyst, Affordable Housing & Special Needs Assistance Programs, provides project management duties and directs onsite and remote technical assistance and support to communities across the country assisting with HUD Special Needs Assistance Programs (SNAPS) with a focus on program policies, compliance, rent calculation requirements, monitoring, and reporting. Ms. Rhoda managed all competitive HOPWA grants for Maine’s largest AIDS Service Organization (ASO), developed affordable housing program policies, conducted Low Income Housing Tax Credit compliance reviews across the country, and co-chaired Maine’s Continuum of Care.

She possesses significant experience with HUD’s HOPWA Program, the Section 8 Housing Choice Voucher program, Continuum of Care funded programs, affordable housing property management, and providing direct service to individuals with disabilities and those experiencing homelessness.
