The Cloudburst Group is seeking a Homelessness Data and Evaluation Specialist who loves data and evaluation and has experience using it to influence Federal and State/Local decision makers whose mission is to improve homeless systems. Here is an opportunity to work on a variety of projects with the mission to prevent and end homelessness. Cloudburst has a growing portfolio of data and evaluation programs with state, local, and federal government clients, including funding from HUD’s Office of Special Needs Assistance Programs (SNAPS) to support local communities to effectively use data to drive strategic decision-making and homeless system performance improvements.

This position will provide technical direction, quality assurance oversight, and management of evaluation and applied data analytics projects—managing and conducting large-scale and rigorous studies focusing on homelessness and providing technical assistance to HUD Continuum of Care (CoC) Program grantees. Proficiency in a range of quantitative and qualitative evaluation methodologies is required. The ideal candidate will be well-versed in HUD homeless assistance programs, Homeless Management Information System (HMIS) data standards, as well as key strategies for improving efforts to end homelessness including Housing First and Coordinated Entry.

RESPONSIBILITIES

  • Lead evaluation and applied data analytics projects, providing technical oversight and quality assurance.
  • Oversee the technical design and implementation of evaluations, including evaluation designs, sampling strategies, instrument development, data collection, implementation of mixed methods analysis (econometrics, qualitative, etc.), and dissemination of results through written reports, conference presentations, etc.
  • Advanced capabilities in at least one statistical package (STATA, R) and experience using analytical software packages.
  • Provide guidance, capacity building and training directly to CoC Program grantees to support the strategic directions of HUD’s Data TA Strategy to Improve Data and Performance.
  • Provide technical support to CoCs on using data in strategic decision-making and performance management.
  • Work within a dynamic team of other like-minded professionals committed to developing solutions to prevent and end homelessness.
  • Stay current on HUD requirements and policy priorities (i.e. using data to improve local systems of care; Coordinated Entry; Housing First; rural and unsheltered homelessness; and Rapid Re-housing and diversion strategies, etc.).
  • Exercise independent initiative to learn new skills as part of a fast-paced team-centered environment.
  • Domestic travel is required (on average 4 nights a month).

QUALIFICATIONS

  • Ph.D. in a related field preferred but will consider a Master’s with 6 to 10 years of relevant professional experience.
  • Minimum 5 years of relevant experience with homelessness programs and conducting evaluations or research projects that leverage academic training and practical experience in quantitative research/evaluation and statistical methodologies.
  • Proficient understanding of HUD’s Homeless Management Information System (HMIS) data and CoC Programs; familiarity with HUD’s housing, community, and economic development programs.
  • Demonstrated competence in managing and implementing complex projects, client relations, and project and contract management. Ability to travel to oversee program implementation and provide technical expertise (est. 10-20% time).
  • Strong written and oral communications skills.
  • Ability to take initiative and/or independently respond to situations.
  • Strong interpersonal skills and ability to be flexible, working within a small company (including in a telecommuting relationship) are essential.

RESPONSIBILITIES

  • Provide strategic guidance and oversight to project teams through quality control review, regular team meetings, and team coaching.
  • Develop and oversee staff assignments, budget planning, and deliverable schedules.
  • Manage relationships with clients, partners and other relevant stakeholders.
  • Serve as a programmatic subject matter expert in provision of assistance, including playing key leadership roles in politically charged or challenging assignments.
  • Provide leadership for business development, including growing new lines of business, seeking out new opportunities and contributing to proposal development.
  • Stay abreast of policy, regulatory, and best practices in the field.
  • Provide thought leadership to the field through writing and speaking engagements.
  • Partner with the leadership team to support the organization’s growth and establish short- and long-term strategic plans.
  • Represent the firm at events, convenings and conferences.

QUALIFICATIONS

  • Ten years of Housing and Community Development experience at the Federal, State or local level
  • Comfort and knowledge of HUD CPD and cross-cutting program requirements
  • Excellent verbal and written communicator
  • Ability to multi-task and support multiple projects and teams at one time
  • At least 3 years of staff and project management experience
  • Flexibility to travel as needed (estimated at 1-2 trips per month)
