Subject Matter Expert
Dr. Steven Sullivan oversees all research efforts for The Cloudburst Group’s clients. This includes conducting both quantitative and qualitative social science research to help shape strategies for reaching and serving their key audiences, as well as performing program evaluations and impact assessments. He is responsible for the technical direction of Cloudburst’s service offerings to our clients; his specific areas of expertise are in econometrics and data analysis, survey design and the design of performance measurement systems.
Dr. Sullivan is an experienced manager who has served as project director for HUD’s Community Development Block Grant Data Cleanup and Improvement project, designed to facilitate the development of a performance measurement and modeling system for the CDBG program. He also designed a sampling strategy and data collection instrument to allow HUD’s Office of Economic Development to accurately measure awareness and use of its Renewal Community and Empowerment Zone tax credit programs. Dr. Sullivan has designed and implemented research projects utilizing housing and health data sets to assess the effectiveness of HUD’s Housing Opportunities for Persons with AIDS program and the Ryan White program, as well as the Welfare-to-Work Voucher Program. In addition, he has extensive experience in conducting research to evaluate the effectiveness of health marketing, health education and financial education programs for multiple federal and state agencies, foundations and private industry.
Dr. Sullivan is a summa cum laude graduate of Rhodes College in Memphis, Tennessee and holds a Ph.D. in Economics from New York University.
