HUD Compliance Expert

Dr. Jonathan Sherwood, HUD Compliance Expert, has over 20 years of experience in planning, development, and management of affordable housing with a focus on very low income populations, including homeless and persons living with HIV/AIDS. He served as the Director of Housing at a large urban sheltering organization responsible for property management, contract management, compliance, and reporting. He supervised a national technical assistance program that included the development of technical publications and training for housing providers, including authoring the compliance guide for the HOPWA program. He has conducted quantitative and qualitative analysis for special needs populations, producing policy research for HUD PD&R.

He currently oversees a firm-fixed performance contract to provide HUD’s Community Planning and Development (CPD) division with data and analytics support services. Projects include validation of national performance data for the HOPWA, HOME, ESG, and CDBG programs; modeling of loan defaults for the Section 108 program; the production of grantee and national performance reports for public release; revision of HOPWA program data collection tools; development of ad-hoc risk and performance analysis tools in a Microstrategy environment; UAT testing for IDIS, eSNAPS, and DRGR system upgrades; grant-based accounting accrual methodology analysis and support; and information systems planning.
