The Substance Abuse and Mental Health Services Administration (SAMHSA) Performance Accountability and Reporting System (SPARS) is a central data collection and reporting system for grantees to enter client-level baseline, reassessment, and discharge data; grantee-level performance measures; quarterly progress reports and other program outcome data.

Cloudburst provides training and technical assistance (TTA) services to support grantees and SAMHSA project officers in using the new system. Cloudburst specifically provides TTA on data entry, data validation and verification, data management, data utilization, analysis, automated reporting, and additional ad hoc data analysis to SAMHSA and SAMHSA grantees.
